Because the quality of Li, Sx, Tv type fork rods was so poor that MBD decided to make them in stainless steel, and of course being stainless steel they will not rust which is a bonus when you think how exposed they are.
Being the Li, Sx, Tv type they have the ball built in to rest in the fork links.
