Indian, but good quality. This nut goes on first after the steering bearings that sit in a race on top of the frame tube. This basically stops the forks falling out of the frame tube, you then fit the tabbed washer and finally the locking ring.
 
There is part that sticks up higher to fit the Lambretta fork spanner on to tighten up.
